Special Effects: Recolor Image
This effect changes your entire image (or selection) into a single color. The original color values are turned to grayscale, then used as a percentage. Thus, pure white is mapped to the color you chose, while other shades are darker versions of the selected color.
You also have the option to leave pure white alone.
