Special Effects: Noise Filter

This disrupts your image or the selected area with visual noise. The three types currently available are raw static, colored static (similar to GIMP's Hurl filter), and melting. The latter works by moving random pixels downwards.

The noise is merged with the affected area using a given opacity. At 100, it completely replaces pixels, while lower values cause the noise to blend into the image.
